What happened with AR (or other ) uppers ? None of the online dealers want to mail them to CT.
Did CT laws changed ? or Dealers are just avoiding hassle ?
It’s pretty much online retailers refusing to ship to CT.
Primary Arms shipped me AR parts a few months back, I just had to e-sign a waiver that they will be used for lawful purposes.
Nothing changed on the side of CT Legislature.

Been that way starting in 2013 and ramped up later in 2023. Many online retailers won’t ship AR parts including lowers and uppers to CT. For the few who do, they typically require the purchaser to sign (and send back) a waiver form provided by the seller. And the seller may require one to upload a copy of their pistol permit, pistol eligibility certificate or long gun certificate. Generally cannot have an online retailer ship the lower (part that is a firearm) to a non FFL’s address.
